<p>《呂氏春秋》曰:始生之者,天也;養成之者,人也;能養天之,所生而勿攖之,謂之天子。帝者,天下之所適也;王者,天下之所往也。</p>
|
|
|
|

<p>又曰:五帝固相遞興矣。遞興遞廢,勝者用事。</p>

<p>又曰:五帝先道而後德,故德莫盛焉;三王先德而後事,故功莫大焉;五伯先事而後兵,<small style="color:var(--color-destructive--visited,#996666)" about="#mwt19" typeof="mw:Transclusion"><span style="color:transparent;font-size:0px">〈</span>五伯:昆吾、大彭、豕韋、齊桓、晋文是也。<span style="color:transparent;font-size:0px">〉</span></small>故兵莫强焉。</p>

<p>又曰:凡爲天下,治國家,必務本而後末。所謂本者,非耕稼種植之謂也。務本莫貴于孝。人主尊孝,則名章榮,下服聽,天下譽。人臣孝,則事君忠,處官廉,臨難死。士民孝,則耕耘疾,守戰固,不敗北。夫孝,三皇五帝之本務,而萬事之紀也。夫執一術而百善至,百邪去,天下從之者,其惟孝乎?</p>

|
<p>又曰:古先聖王之所以導其民者,先務于農。民農,非徒爲地利也,貴其志也。民農則朴,朴則易用,易用則邊境安,主位尊。民農則重,重則少私義,少私義則公法立,力專一。民農則其産厚,其産厚則重徙,重徙則死其處而無二慮。</p>

|
<p>又曰:昔先聖王之治天下也,必先公,公則天下平矣。嘗試觀于《上志》,<small style="color:var(--color-destructive--visited,#996666)" about="#mwt20" typeof="mw:Transclusion"><span style="color:transparent;font-size:0px">〈</span>古記也。<span style="color:transparent;font-size:0px">〉</span></small>有天下者衆矣,其得之必以公,其失之必以偏。凡主之立也,生於公。故《鴻範》曰:「無偏無黨。」</p>

<p>又曰:昔舜欲稽古而不成,既足以成帝矣;禹欲帝而不成,既足以成王矣;湯欲繼舜而不成,既足以成田荒矣;武王欲及湯而不成,既足以爲諸侯長矣。</p>
|
|
|
|
<p>《董仲舒答問》曰:三皇,三才也;五帝,五常也;三王,三明也;五霸,五岳也。</p>
|
|
|
|
<p>《淮南子》曰:至德之世,<small style="color:var(--color-destructive--visited,#996666)" about="#mwt21" typeof="mw:Transclusion"><span style="color:transparent;font-size:0px">〈</span>謂太古三皇之時。<span style="color:transparent;font-size:0px">〉</span></small>其暝乎混淆之域,而徙倚乎瀾漫之宇,提挈天地委萬物,以鴻濛爲景性,而浡楊乎無畛崖之際。是故聖人呼吸陰陽之氣,而群生莫不喁喁然仰其德以和順止。當此之時,莫不領理决離,隱湣而自成,渾渾若若純樸未散,滂薄爲一,而萬物大優,是故雖有明知,無所用之。</p>

<p>又曰:古者至德之世,賈便其肆,農樂其業,大夫安其職,而處士循其道。當此之時,風雨不毀折,草木不夭死,九鼎重,<small style="color:var(--color-destructive--visited,#996666)" about="#mwt22" typeof="mw:Transclusion"><span style="color:transparent;font-size:0px">〈</span>王者之德休明則鼎重,奸回淫亂則鼎輕也。<span style="color:transparent;font-size:0px">〉</span></small>珠玉潤澤,洛出丹書,河出錄圖,故許由、方回、<small style="color:var(--color-destructive--visited,#996666)" about="#mwt23" typeof="mw:Transclusion"><span style="color:transparent;font-size:0px">〈</span>堯使方回求子列藥得之。<span style="color:transparent;font-size:0px">〉</span></small>善卷、披衣得達其道。何則?其主有欲利天下之心,是以人得自樂其間。四子之才,非能盡大,蓋今之世也,然莫能與之同光者,遇唐虞之時也。</p>

<p>又曰:人主之居,如日月之明也。天下之所同,側目而視,傾耳而聽,延頸舉踵而望也。是故非淡漠無以明志,非寧靜無以致遠,非寬大無以廉覆,非慈厚無以懷衆,非平正無以制斷。</p>

|

<p>又曰:古之立帝王者,非以奉養其欲也。聖人之踐位者,非以供樂其身也。爲天下强掩弱,衆暴寡,詐欺愚,勇侵怯,懷知而不以相教,積財而不以相分。故立天子以齊一之。</p>

<p>又曰:五帝三王之法,籍風俗一世之迹也。譬若土龍、芻狗之始成,文以青黃,飾以綺綉,纏以朱絲,及其已用,則壤土、草芥而已。誰貴之哉!</p>

<p>又曰:神農無制令而人從,唐虞有制令而無刑罰,夏後氏不負言,殷人誓,周人盟。</p>

<p>又曰:人主者,以天下之目視,以天下之耳聽,以天下之智慮,以天下之力動。是故號令能下究,而臣情得上聞。百官修通,群臣輻凑。喜不以賞賜,怒不以罪誅。故威立而不廢,聰明光而不蔽,法令察而不苛,耳目達而不暗,善否之情陳是前而無所逆。</p>

<p>揚子《法言》曰:五常者,帝王之筆古,寧有書不由筆,言不由舌哉!</p>
|
|
|
|
<p>桓譚《新論》曰:儒者或曰:「圖王不成其弊可以霸」,此言未是也。</p>

<p>《傳》曰:孔氏門人,五尺童子不言五伯事者,惡其違仁義而尚權詐也。</p>
|
|
|
|
<p>又曰:夫上古稱三皇五帝,而次有三王五伯,此皆天下君之冠首也。故言三皇以道治而五帝用德化;三王由仁義,五伯以權智。其說之曰,無制令刑罰謂之皇,有制令而無刑罰謂之帝。賞善誅惡,諸侯朝事謂之王。興兵約盟,以信義矯世謂之伯也。</p>

<p>《論衡》曰:古之帝王建鴻德者,須鴻筆之臣,褒頌紀德也。</p>

<p>《潜夫論》曰:天作道,皇作極,臣作輔,人作基。</p>

<p>又曰:王之政普覆兼愛,吉凶禍福與人共之。</p>

|
<p>應劭《風俗通》曰:《春秋運鬥樞》曰:「皇天不言,四時行焉,百物生焉。垂拱無爲謹言,而民不違道德,玄泊有皇天,故稱曰皇皇者中也,光也。合元履中,開陰布綱,上合皇極,其施光明,指天畫地,神化潜通,煌煌盛美,不可勝量。」</p>

<p>又曰:《大傳》說燧人爲燧皇,伏戲爲戲皇,神農爲農皇也。燧人以火紀。火,陽也。陽尊,故托燧皇于天。伏戲以人事紀,故托戲皇以人,蓋天非人不固,人非天不成也。神農悉地力植穀,故托農皇于地。天地人之道備,而三皇之運興矣。</p>

<p>又曰:五帝,《易》、《傳》、《禮記》、《春秋》、《國語》、《太史公記》:黃帝、顓頊、帝嚳、帝堯、帝舜,是五帝也。謹按:《易》、《尚書大傳》,天立五帝以爲相,四時施生,法度明察,春夏慶賞,秋冬刑罰。帝者任德設刑,以則像之,言其能行大道,舉措審諦也。黃帝者,先也,厚也。中和之色,德施四季,與地同功,故先王以別之也。顓者,專也,頊者,信也,愨也。言其承文,易之以質,使天下遵化,皆貴貞愨也。嚳者,考也,成也。言其考明法度,醇美嚳然若酒之芬香也。堯者,高也。言其隆興煥炳,最高明也。舜者,准也,循也。言其准行道以循堯緒也。</p>

<p>又曰:《禮號謚記》說夏禹、殷湯、周武王,是三王也。禹者,輔也,輔續舜後,庶績洪茂。自堯以上王者,子孫據國而起,功德浸盛,故造美謚舜。禹本以白衣砥行顯名,升爲天子,雖復製謚,不如名著,故國名焉。湯者,禳也,言其禳除不軌。改亳爲商,成就王道,天下熾昌,文武皆以其長。夫擅國之謂王,能制殺生之威之謂王。王者,往也,天下所歸往也。</p>

<p>又曰:《易》稱,天先春而後秋,地先生而後雕,日月先光而後幽。是以王者則之,亦先教而後刑。三皇結繩,五帝畫像,三王肉刑,霸世黠巧,此言步驟稍有優劣也。</p>

<p>《傅子》曰:庖犧、神農,順民之性育之者也。黃帝,除民之害,救之者也。舜治天下,垂拱無爲者,以咎繇既舉而不仁遠也。禹,治洪水冠挂不顧者,不以下憂累其上也。湯去三面之網,歸之者四十國。文王葬城隅之枯骨,天下懷其仁,所惠者小,所感者大,仁心先之也。</p>

<p>又曰:不使不仁加乎天下,用武勝殘,而百姓以濟,此仁形于撥亂,黃帝是也。時有萬物,必世而後仁,此著于治平,堯舜是也。</p>

<p>周生《烈子》曰:居堯舜之位而不行唐虞之政者,猶反衣狐白,步牽騄耳。</p>
|

<p>黃石公《三略》曰:夫三皇無言,化流四海,故天下無所歸功。帝者,體天則地,有言有令,而天下太平。君臣讓功,四海行焉。王者制人道德,降心服志,設短備衰,有察察之政,甲兵之事備,而無爭戰血刃之用。天下太平,君無疑于主。國定主安,臣以義退,亦能美而無害。</p>

<p>又曰:任德者縱,任義者橫。縱成者王,橫成者霸。王兵法天,霸兵法地。天者德不可量,地者戚不可圖。不量不圖者,萬物之父母也。</p>

<p>袁子《正論》曰:堯舜之人,比屋可封,非盡善也;猶在防之水,非不流也。桀、紂之人,比屋可誅,非盡惡也;猶在壑之水,非不停也。</p>
|

<p>班彪《王命論》曰:帝王之作,必有明聖顯懿之德,豐功厚利積累之業,然後精誠通于神明,流澤加于生民。故能爲鬼神所福享,天下所歸往。未見運世無本,功德不紀,而能倔起在斯位者也。</p>

<p>傅彥林《王令叙》曰:帝王之起必有天下瑞應自然之符,明統顯祚豐懿之業,加以茂德成功賢智之助,而後居世臨臣,爲神所保佑,永世所尊崇,未見運叙無紀次,勛澤不加于民,而可力爭覬覦神器者也。</p>

<p>阮籍《通老論》曰:三皇依道,五帝仗德,三皇施仁,五霸行義,强國任智,蓋優劣之异,薄厚之降也。</p>

<p>《韓子》曰:明王制其臣下者,二柄而已矣。二柄者,刑、德也。殺戮之謂刑,慶賞之謂德也。</p>
|
|
|
|
<p>崔實《政論》曰:自堯舜之帝、湯武之王,皆賴明哲之佐,博物之臣。故皋陶陳謨而唐虞以興;伊箕作訓,殷周以隆。及繼體之君欲立中興之功者,曷嘗不賴賢哲之謀乎?</p>

<p>《鄧子》曰:堯置敢諫之鼓,舜立誹謗之木,湯有司直之人,武有戒慎之銘。此四君者,聖人也。而由此之勤,至于栗陸殺東裏子,宿沙君戮其父,桀誅龍逄,紂刳比干,此四誅者,亂君,故其疾賢若仇。是以賢愚之相較,若百丈之溪,萬仞之山,若九地之下與重天之顛。</p>

<p>《墨子》曰:古者,民生未有刑政之時,選擇天下之賢可者立以爲天子。</p>
|
|
|
|
<p>又曰:凡國之萬民,皆尚同乎天子,而不敢下比。天子之所是,必亦是之;天子之所非,必亦非之。去而不善言,學天子之善言;去而不善行,學天子之善行。天子者,固天下之仁人也。舉天下萬民以法天子,夫天下何說而不治哉?</p>

<p>又曰:古者聖王制爲衣服之法,曰:冬服紺緅之衣,輕且暖;夏服絺綌之服,輕且清,則止。諸加費不加于民利者,聖王弗爲。</p>

<p>又曰:天子者,天下之窮貴也,天下之窮富也,故富且貴者,當天意而不可不順。順天意者,兼相愛,交相利,必得賞;反天意者,別相惡,交相賊,必得罰。</p>

<p>《尸子》曰:人之欲見毛嬙、西施,美其面也。夫黃帝、堯、舜、湯、武美者,非其面也。人之欲觀焉,其行也;所欲聞焉,其言也。而言之與行皆在《詩》、《書》矣。</p>

<p>又曰:夫堯舜所起至治也,湯武所起至亂也。問其成功孰治,則堯舜治;問其孰難,則湯武難。</p>
|

|
<p>又曰:孔子曰:「商,汝知君子之爲君乎?」子夏曰:「魚失水則死,水失魚猶爲水也。」孔子曰:「商知之矣!」</p>
|

|
|
<p>又曰:治天下有四術,一曰忠愛,二曰無私,三曰用賢,四曰度量。通財則用足,用賢則多功。無私,百知之宗也,忠愛,父母之行也。</p>
|

|
|
<p>又曰:堯舜黑,禹脛不生毛;文王至日昃不暇飲食,故富有天下,貴爲天子矣。</p>
